If you want to find focus, point it at the night sky. If it's cold, blow into the beam. It works like a miracle. So to increase power, you can buy higher-power lasers, better optics to focus the beam on a single point, and make sure you choose the right wavelength. I'm not sure yours will burn through paper, but you can increase the power slightly, but there's a risk of overheating and burning the laser diode. The circuitry on many cheap green laser Pointers does this, and they have a fine-tuning potentiometer that controls the final power output of the device. In many of these cheaper laser designators, they make a large number of diodes rated at 200 mW. They can then manufacture nominal 2mW or 5mW or 100mW laser designators by welding these modules to different circuit boards that have the necessary heat sink and power supply to sustainably generate the required power output.
